On November 29, 2017, the 2nd World Hebei Businessmen Conference was held in Handan Culture and Arts Center,more than 500 Hebei businessmen representatives of inside and outside the country discussed to 'develop a new chapter in Hebei' with the theme of 'gathering power of Hebei businessmen and painting new future in Hebei'. Huang Rong, Vice Chairman of the All-China Federation of Industry and Commerce; Gao Zhili, member of the Standing Committee of the Hebei Provincial Party Committee and United Front Work Department attended the conference and made speeches respectively. Vice Governor Li Qian introduced the situation of the province and the business environment. Zhang Zhigang, Chairman of China Uganda Mbale Industrial Park was invited to attend the opening ceremony and expedition activities.

It is known that the World Hebei Businessmen Conference is co-hosted by the United Front Work Department of the Provincial Party Committee and the Provincial Federation of Industry and Commerce, it is held every two years. This conference is the first province-wide major event undertaken by Handan City after the victory hold of the 19th National Congress of the CPC. It is a gathering of representatives of elites from both at home and abroad to discuss nostalgia and the development of Hebei Province in the future. As a Hebei businessman who returned to China from Uganda and attended the conference, Chairman Zhang Zhigang said he hopes to exchange experiences with more entrepreneurs and friends to seek cooperation and achieve win-win situation through the platform of the Hebei Businessmen Conference. He also hopes that he can take new opportunities under the 'Belt and Road ' Initiative and make use of China Uganda Mbale Industrial Park to play a good bridging role in promoting production, economic and trade exchanges between Uganda and Hebei so as to make contribution to the development of hometown.

The conference announced the main cooperation results including a total of 18 signed key projects with a total investment of 131.4 billion yuan. In addition, Wei Lihua, vice-president of Chinese folk Chamber of Commerce and president of Junlebao Dairy Co., Ltd., made a speech. Sun Shifang, director of Editorial Department of Economic Daily and director of China Institute of Economic Trends made a keynote speech titled 'Entrepreneurs: New Opportunity in A New Era '.
